Nature of WU library services
- The library is a system of providing resources to WU students, staff, and faculty regardless of location.
- The library shall be organized as an online computerized repository of resources.
- The library shall have one or more systems of normal online searches (e.g. topic, key word, key phrase, author).
- The library shall include access to other online repositories of resources.
- The Librarian will also consider the development of a classification-based search system involving:
- Instigating a library classification sytem*
- cataloging resources to allow classification-based searchability and access, and cooperative agreements with other institutions.
- When WU participates in cooperative libraries, the library supervises user access.
Other access to library services
- WU may also ensure that students, staff, and faculty have access to library resources through means other than the library:
- Ensuring students have access to local libraries owned by other institutions through memberships, especially when students use a language other than English
- Ensuring students have access to open-access local libraries owned by other institutions.*

* There might be little value in a classification system if normal online search systems are adequate.
The Universal Decimal Classification is preferred over Dewey Decimal and Library of Congress for several reasons:
• It allows for codes from different lists to represent the different attributes of a work.
• It is standard for scientific fields of study.
** In some jurisdictions, institutions get tax deductibility for their libraries as public libraries. Consequently, they must make the library open to the public and students have the right to use those libraries without any further arrangements.
