Joseph Bloggs, usually known as Joey, could choose between two roads to go home from work: Smith Street and Jones Street.
However, a gang called the Tiger Boys ruled Smith Street. Their attacks on pedestrians had recently become increasingly brazen; they now bashed and mugged people in daylight. In contrast, Jones Street was quite safe, although the road was much less direct. Joey learned that Smith Street was unsafe and now always took Jones Street.
Moral of the story: Auditors who use oppressive methods can always claim that auditees learn something from their audits. This does not mean that they have actively promoted positive continual improvement.
