The group might go in cycles. For example, in a four-week cycle, participants have two weeks to prepare new topics and two weeks to discuss them. The length of cycle will vary according to the nature of the group and the amount of time each can allocate.

On the other hand, the moderator might rule that those who consistently don't submit new papers won't be permitted to submit comments on other papers. The purpose is to provide incentive to stimulate new submissions.

The procedure is equally appropriate for getting group review of papers already written.

Using the idea in academia is a separate variation.
